Mumbai: The BMC’s plan to redevelop a municipal sports complex located in front of its headquarters into a state-of-the-art 'Town Hall Gymkhana' (THG) has failed to attract any bidders. After receiving no response, the civic body has now re-tendered the proposal.
Rooftop Glass Dome, Council Hall, Restaurant Part of Project
The new building will have a ground floor plus five storeys, housing a Municipal Council Hall and a restaurant. Tourists can access a rooftop viewing gallery via glass capsule lifts. A glass dome, designed to complement nearby heritage structures, will offer panoramic views of the area. The estimated cost of the project is around Rs 33.66 crores.

The area encompassing Chhatrapati Shivaji Maharaj Terminus (CSMT), the BMC headquarters, and the Central Railway’s administrative offices is one of Mumbai’s most iconic heritage zones. While the BMC installed a selfie point to showcase this legacy, the precinct lacked facilities offering immersive or panoramic views.
To fill this gap, the BMC planned the development of the Town Hall Gymkhana (THG) featuring unique architectural elements and invited tenders on April 24. However, after months of inviting bids, the project did not attract any interest, confirmed an official from the BMC's building construction department.
Re-Tender Issued With August 28 Deadline for Submissions
On Thursday, the BMC re-tendered the proposal, setting the bid submission deadline for August 28, with a pre-bid meeting scheduled for August 18. The concept for the structure was developed by the BMC's architectural department.
The planned building will have a ground floor plus five additional floors, housing a Municipal Council Hall and a restaurant. Tourists can reach the rooftop viewing gallery via glass capsule lifts, offering closer views of the surrounding heritage buildings.

A senior civic official said, "A glass dome designed to complement the heritage architecture will provide visitors with panoramic views of the area. Town Hall Gymkhana will offer parking for around 60 vehicles across two basement levels. This design preserves the visual integrity of the surrounding heritage precinct while providing tourists and the public with panoramic views,” said a senior civic official.
