The long-delayed Manora MLA hostel redevelopment project at Nariman Point is now expected to be completed within the next two years, according to a senior official from the Maharashtra Legislature. Construction has progressed past the plinth level, with over 20% of the work completed so far.
The project, awarded to Larsen & Toubro (L\&T), had previously faced delays due to Coastal Regulation Zone (CRZ) clearance and pending payments to the Brihanmumbai Municipal Corporation (BMC), which withheld the Commencement Certificate (CC). However, the CC has now been granted up to the 14th floor, with further approvals to follow in stages as payments are made.
The new facility will feature two interconnected towers of 28 and 35 floors. It will include modern amenities such as a multipurpose hall for legislative events, a lounge, and a two-floor commercial area housing a café, shopping outlets for daily needs, and a study space.
Work officially began in August 2023 following the groundbreaking ceremony. To accommodate the housing needs of Members of Legislative Assembly (MLAs) and Legislative Council (MLCs) during construction, the state government has made a rental provision. MLAs and MLCs are allotted two flats each — one for personal use and another for guests. While 182 MLAs receive ₹1 lakh monthly rental assistance, 100 others receive ₹50,000. Some members have opted not to claim the rent.

Each unit in the new complex will consist of two fully furnished flats with a total carpet area of 1,000 square feet. The previous Manora hostel, over four decades old, had become structurally unsafe due to extensive internal alterations. The new design avoids such modifications to preserve structural integrity.
Meanwhile, the Majestic Aamdar Nivas building at Apollo Bandar in Colaba, a heritage property opposite Regal Cinema, is undergoing a ₹100 crore renovation. While the internal structure is being upgraded, the external heritage façade will be retained. The revamped building will serve as a guest house for visiting VIP delegates, owing to its proximity to top-tier hotels like the Taj.
