The Yogi Adityanath-led Uttar Pradesh government has appointed Shashi Prakash Goyal (SP Goyal), a 1989-batch IAS officer, as the state’s new Chief Secretary. He succeeds Manoj Kumar Singh, who is retiring from the post on Thursday, July 31.

Goyal, currently the Additional Chief Secretary in the Chief Minister’s Secretariat, will assume charge shortly. With over eight years in the CM’s office, he is the senior-most bureaucrat in the state and has held several key administrative roles.

According to reports, as Chief Secretary, Goyal will oversee departments such as Infrastructure & Industrial Development, Coordination Department, UP State Industrial Development Authority (UPSIDA), UP Expressway Industrial Development Authority (UPEIDA), and Jewar Airport & Ganga Expressway .

His previous portfolios—Civil Aviation, State Properties, and Protocol—have been reassigned to Sanjay Prasad, who will continue as Principal Secretary (Home, Vigilance, and Information & Public Relations) with additional charge of these departments.

Goyal’s tenure as Chief Secretary could extend till January 2027, giving him 18 months in office.

Known for his strong grip over UP’s bureaucracy, Goyal began his career as a magistrate and served as District Magistrate (DM) in multiple districts. His immediate challenge will be ensuring timely execution of flagship projects and steering election-related governance ahead of 2027.
