Mumbai: May 13, 2025 — The Telecom Regulatory Authority of India (TRAI) by its Delhi Office has issued a draft manual signed by the Secretary Atul Kumar Chaudhary, regarding the implementation of the “Rating of Properties for Digital Connectivity Regulations, 2024”, inviting feedback from stakeholders by June 2, 2025.
The manual outlines a standardized methodology for assessing digital connectivity in residential and commercial properties, a move aimed at fostering transparency and uniformity across the real estate and telecom sectors. It will serve as a reference for Digital Connectivity Rating Agencies (DCRAs) and Property Managers (PMs), helping them to integrate robust *Digital Connectivity Infrastructure (DCI) during planning and development phases.
"With the increasing demand for high-speed digital access inside buildings, this rating framework will provide a structured approach to improve and assess digital infrastructure," TRAI said in a release.
The new guidelines address challenges associated with in-building digital connectivity—an issue that has become critical as high-frequency networks like 4G and 5G face signal attenuation due to walls and construction materials. Reports indicate that the majority of data consumption now occurs indoors, underscoring the need for in-building solutions.
TRAI had earlier recommended a framework for rating buildings based on digital connectivity on February 20, 2023. This was followed by the release of the formal regulations on October 25, 2024. The latest draft manual is a step toward operationalizing those regulations.
Properties will be evaluated based on key parameters such as fiber readiness, mobile network availability, Wi-Fi infrastructure, and service performance. According to TRAI, “A property with better ratings shall attract more users, buyers, or investors and thereby add value to the property.”

The manual also aims to empower end-users—tenants, homeowners, and investors—by allowing them to compare properties based on digital connectivity ratings, helping them make informed decisions.
Stakeholders can access the full draft manual on TRAI’s official website ([www.trai.gov.in](http://www.trai.gov.in)) and are invited to submit comments in the specified format by June 2, 2025. Counter-comments, if any, may be submitted by June 9, 2025.
