An initiative aimed at encouraging timely tax payments and boosting civic revenue has been rolled out by the Navi Mumbai Municipal Corporation (NMMC). For the first time, the corporation has announced a 10% ‘Early Bird’ discount on the general tax component for property owners who pay their 2025–26 property tax bills by June 30, 2025.
This move is part of a broader strategy under the leadership of Commissioner and Administrator Dr. Kailas Shinde to increase property tax collections and improve administrative efficiency. NMMC collected an all-time high of Rs 826 crore in property tax during the 2024–25 financial year and has now set an ambitious target of Rs 1,200 crore for the 2025–26 fiscal.
To meet this goal, the corporation has introduced several reforms and citizen-friendly measures. One of the major reforms is the implementation of a single annual bill distribution system. Beginning from the 2025–26 financial year, property tax bills will be issued only once a year, replacing the earlier practice of distributing bills twice annually. This change is expected to improve delivery timelines and reduce delays caused by limited staffing.
The corporation has also made property tax bills for the new financial year available online. Residents can now access their bills through NMMC’s official website (www.nmmc.gov.in) or the ‘My NMMC – माझी नवी मुंबई’ mobile app. This ensures that citizens can view and pay their taxes from the comfort of their homes at any time.
Additionally, the digital payment infrastructure has been significantly strengthened. The introduction of the Bharat Bill Payment System (BBPS) provides residents with a variety of convenient payment options, including net banking, UPI, debit and credit cards, and mobile wallets. Upon completion of the payment, citizens will receive instant receipts.
In an innovative step to enhance public participation and outreach, NMMC has involved women from self-help groups in the property tax bill distribution process. Their community reach and experience are expected to improve both the efficiency and the responsiveness of the initiative. Citizens are requested to extend their cooperation by allowing access for bill delivery and engaging with these volunteers.

To further streamline communication and ensure timely notifications, property owners are encouraged to link their mobile numbers and email addresses to their property records. This information can be shared with the women volunteers during bill delivery or updated independently by scanning the QR code available on the NMMC website and filling out the required details.
Speaking about the reforms and encouraging public cooperation, Dr. Kailas Shinde, Commissioner and Administrator of NMMC, said, “This year, we’ve taken multiple steps to enhance the property tax collection system—introducing the ‘One Year, One Bill’ format, integrating KYC with tax records, improving online availability of bills, strengthening digital payment options, and involving self-help group women in bill distribution. These changes are aimed at making the system more citizen-friendly, efficient, and streamlined. I urge all citizens to support these efforts by cooperating with bill distributors and availing the 10% discount by paying their tax before June 30, thus contributing to the city’s development.”
