Mumbai SRA Invites Bids For Major Slum Redevelopment At Antop Hill’s Om Sai Ram CHS

In a major push towards slum-free housing in Mumbai, the Slum Rehabilitation Authority (SRA) has invited proposals from empaneled 30 private developers for the comprehensive redevelopment of the slum  named Om Sai Ram CHS Ltd. in the Salt Pan Division of Antop Hill, Wadala.

This ambitious project is set to transform over 13,820 square metres (approx. 3.41 acres) of slum and non-slum land into regulated residential and commercial infrastructure under Regulation 33(10) of the Development Control and Promotion Regulations (DCPR), 2034.

The SRA has clarified that bidders are not required to obtain prior consent from slum dwellers or resolutions from the slum society to participate in the redevelopment bidding process. The selection of the private developer will be carried out through a Request for qualification and proposal process, and the SRA will monitor the progress and quality of the redevelopment, possibly in coordination with a Project Management Consultant (PMC). However, the developer is required to obtain all clearance before starting the development. 

Total tenements are 928, including 883 residential units and other components like shops, society office, welfare centre, and a primary school.  The Permissible FSI is Up to 4, or the sum of rehabilitation and incentive BUA, whichever is higher. Minimum tenement density is  650 per net hectare.

Meanwhile the Residential rent is fixed Rs 18,000/month and Commercial/Non-residential is Rs 25,000/month comprising Annual rent escalation of 5%.

The selected bidder must furnish a performance security of Rs 2.64 crore within 10 days of being informed of their selection. Moreover , the appointed developer need to hand over additional Project Affected Persons (PAP) units from the sale component before seeking commencement certificate. 

The timeline for completion has been set a three years, extendable by an additional six months, with the developer bearing the full cost of execution and maintenance during the contract period.

The project marks a significant milestone for Antop Hill’s urban landscape. Once completed, it is expected to provide dignified living conditions for hundreds of families currently residing in substandard conditions.
