Mumbai: The BMC will now directly collect waste generated by residential and commercial establishments. The civic body has instructed all bulk waste generators (BWGs) large residential or commercial establishments generating large quantities of waste to immediately discontinue the use of third-party or external agencies for waste transportation.
Additionally, these establishments are advised not to pay any fees to such agencies for waste collection, as the BMC will be handling the service directly.
Solid Waste Policy Under Review; Registrations Deferred
The BMC is currently reviewing its solid waste management (SWM) policy and has deferred the registration process for waste processing agencies for FY 2025–26. During this period, BWGs will be brought under stricter supervision.
Civic Teams to Collect Data Within a Week
Assistant Head Supervisors (AHS) in each ward are instructed to form teams and collect data within seven days. This includes name of the waste collection agency, monthly fees paid to external agencies, copies of official agreements or related documents.
No More Payments to Private Waste Handlers, Says AMC
Ashwini Joshi, Additional Municipal Commissioner, stated, “The collection and proper processing of waste will be handled directly by the BMC’s SWM Department. An official notice will be issued to all concerned residential and commercial establishments.”
To facilitate this, Assistant and Executive Engineers of the SWM Department have been instructed to ensure that all necessary technical and transportation arrangements are in place.
The Municipal SWM Rules, 2000, mandate all local bodies to scientifically treat waste and provide infrastructure for its segregation, collection, and transportation.

Past Composting Mandates Largely Failed Post-Covid
However, BMC's efforts to make all the housing societies and commercial establishments larger than 20,000 sq. meters or those producing more than 100 kilos of wet waste (BWGs) to start segregating and composting waste in their premises failed badly post-covid.
