745 Project-Affected Persons Identified For Mumbai Metro Line 3 Stations At Kalbadevi, Girgaon; Rehabilitation Underway

A total of 745 Project-Affected Persons (PAPs) have been identified in connection with the construction of the Mumbai Metro Line 3 stations at Girgaon and Kalbadevi, according to the Mumbai Metro Rail Corporation Ltd (MMRCL) which is the project implementing authority. The Kalbadevi station alone accounts for 259 affected individuals and establishments, including 109 residential units, 148 non-residential premises, and two mixed-use units.

As part of the rehabilitation initiative, a computerized lottery system was done earlier to ensure transparency in the allocation process. In this initial phase, 90 PAPs from Kalbadevi were selected and allotted a total of 145 residential units in the upcoming Kalbadevi Heights redevelopment project, situated in the K-3 Block (Kamanivadi).

Further phases of rehabilitation for the remaining PAPs will be carried out in stages as per MMRC. 

Kalbadevi Heights, currently under construction, is a key rehabilitation site developed specifically to relocate residents and businesses displaced by the underground Metro Line 3 project. Officials emphasized that the resettlement program aims to provide PAPs with upgraded, permanent housing within the vicinity to minimize disruption to their lives and livelihoods.

The Metro Line 3, a critical infrastructure project aimed at improving urban mobility, has faced challenges in balancing development with the preservation of densely populated heritage neighborhoods.

Challenges involved at each of these stations.

Kalbadevi Station – 

Land acquisition and introduction of property development. 

Delay in land acquisition resulted in delay of design drawing which required redesigning due to introduction of Property development. Also, due to restricted access to work area, limited space was-available for Cut & Cover excavation till base slab level and rest of the sections are done by NATM using controlled blasting.

Congested working area

Kalbadevi Station has space constraints due to its crowded locality. Hence, there is limited space for storage area for site materials. Hence, material storage was done at CSMT Station area, WTC & Wadala, which also hampered the rate of productivity.

Temporary diversions of utility and Traffic was done by providing temporary steel decking. Traffic diversions had to be carried out from time to time in line with the stage-wise progress.

Station length

As this is one of the smallest station in MML3, the design and construction team had to accommodate many service rooms in Cut & Cover locations which added further congestion to the working area. 

Girgaon Station

Land acquisition and introduction of property development. 

At Girgaon Station the station length was reduced due to non-availibility of land parcels in time and delay in land acquisition process due to its complexities. This also resulted in modification in construction methods. Further, extensive R&R and property development works were planned in the available land pocket, with a component of these works overlapping the underground station structure. Structural provisions of these R&R and Property Development works, as well as station space planning had to be suitably changed to accommodate structure needs of multistoried R&R and Property Development structure above ground.

NATM Works without blasting

The station had extensive NATM work even after reduction of station length. Due to densely populated area no controlled blasting was carried out. Conventional method is used in excavation works.

Cautiously execution of utility diversion, piling and excavation

Girgaon Station is surrounded by residential buildings due to which utility diversion work, piling and excavation works became a big task and had to be executed cautiously. Water table here was 2 - 3 m below ground level, The Piling activity got slower due to collapsing of sand into bore below lining.
