In a major step toward environmental responsibility, the Kerala government is set to roll out a bottle return scheme at select Bevco outlets starting September 2025. The initiative, led by the Excise Department, aims to reduce the state’s growing plastic and glass waste from liquor sales.

As part of the scheme, an additional Rs 20 will be charged on each liquor bottle glass or plastic-at the time of purchase. This amount will be refunded when customers return the empty bottles to the outlet. Excise Minister M.B. Rajesh clarified that the charge is a refundable deposit, not an extra cost, intended to encourage responsible consumption and disposal.

To ensure smooth tracking, each bottle will carry a QR code linked to the purchase and return, streamlining the refund process. The pilot project will first launch in Thiruvananthapuram and Kannur districts and could expand statewide based on its success. Clean Kerala Company has partnered with the government to facilitate proper collection and recycling.

With over 70 crore liquor bottles sold annually, and nearly 80% packaged in plastic, improper disposal has become a major environmental issue in the state. Discarded bottles often end up in public areas and waterways, contributing to pollution. The bottle return initiative is expected to reduce waste and promote recycling across Kerala.

In another environmentally conscious move, the Excise Department has announced that liquor priced above Rs 800 will no longer be sold in plastic bottles. These premium products will only be available in glass packaging, which is more recyclable and less harmful to the environment. Officials believe this shift will not only reduce plastic waste but also enhance product appeal and brand value.

Taking cues from Tamil Nadu, where a similar policy has worked well, Kerala hopes to build a successful, scalable model. The state also plans to explore expanding the return system to other beverage and consumer product sectors in the future.

Simultaneously, Kerala is upgrading its liquor retail infrastructure. On August 5, Bevco will open its first super premium outlet in Thrissur, offering a curated selection of foreign liquors priced above Rs 900. Similar outlets are expected across districts, providing a modern shopping experience for high-end consumers.
