Patna: With an objective to woo the youth before Bihar assembly election, Congress leader Rahul Gandhi will launch "Shiksha Nyay Samvad" programme in Darbhanga on Thursday to know problems being faced by students from various social groups in the state.

NSUI national in charge and senior Congress leader Kanhaiya Kumar in a press conference held at the state party headquarters, Sadaqat Ashram’, gave details of the party`s new initiative, also aimed at infusing new energies into the party`s rank and file before the polls.

While Rahul will be in Darbhanga to launch ‘Shiksha Nyay Samvad’, 61 other national level party leaders would launch the programme at various places of the state.

He said that Congress leaders would visit SC-ST hostels, OBC, and minority hostels and would talk to students to understand their problems. Students of Bihar are grappling with various problems like delayed academic sessions, and state government`s alleged repressive measures if they protest, he claimed.

He said that a ‘Nyay Patra’ would be prepared on the basis of feedback received from students. He said that the INDIA bloc would sort out issues listed in the Nyay Patra if it formed the next government in the state.

Kanhaiya said that Bihar was not getting any benefit of the ‘double engine’ government as all jobs, employment opportunities were going to Gujarat (the native state of Prime Minister Narendra Modi and union home minister Amit Shah). He said that the caste census should be conducted across the country ‘scientifically’, taking a cue from Telangana, The caste census was conducted on a comprehensive questionnaire in Telangana as all minute details were taken to know the economic condition of the respondents, he added.

On his party’s consistent demand for doing away with the 50 per cent cap on reservations, Congress leader said many BJP leaders have also been contending that it is the legislature's prerogative to frame laws, and so a law should be enacted to remove the 40 percent cap on reservations. The judiciary can only ensure that these are properly enforced, he stated. He said that the 10 per cent quotas for economically weaker sections might also be raised if findings of the caste census warranted it.
