In a bid to streamline the toll payment process and reduce long queues at toll gates, the National Payments Corporation of India (NPCI) and the Ministry of Road Transport and Highways (MoRTH) have rolled out stricter FASTag rules. The new rules have been recently implemented. The revised guidelines aim to curb fraud and ensure smooth passage for vehicles, while addressing issues related to insufficient balance and blacklisting of FASTags.
Under the new regulations, FASTag users must ensure their accounts are topped up before embarking on their journeys. If a vehicle attempts to pass through a toll gate with a blacklisted FASTag, due to insufficient balance, the transaction will be declined. The rule applies to FASTags blacklisted for over an hour or even those blacklisted just 10 minutes prior to reaching the toll gate.
As per new rules, in such cases, users may face a fine that could double the toll charges. However, motorists are given a 70-minute window to recharge their FASTag accounts before hitting the toll plaza. This move is aimed at reducing delays and preventing traffic congestion at toll points, which have often been exacerbated by disputes over payments or low-balance tags.
Additionally, the new rules provide a relief mechanism for those who recharge their FASTags within 10 minutes of a scan. In such instances, they can request a refund of any fines imposed. Banks issuing FASTags will also have the option to initiate chargebacks for any wrongful deductions, provided the request is made within 15 days.
The new rules also target delays in processing toll payments. If a transaction takes more than 15 minutes to process after a vehicle passes through the toll barrier, users may be subject to additional charges.
"Since its nationwide implementation in December 2019, FASTag has been mandatory for all vehicles in India and has played a significant role in speeding up toll payments, reducing congestion, and promoting a cashless economy. The recent changes emphasize the need for a well-managed and efficient toll payment system, especially as the country continues to modernize its infrastructure" said an official.
According to sources, government is also considering offering annual and lifetime FASTag passes for private vehicle owners. A proposal is in place for owners to purchase an annual pass for Rs 3,000 or a lifetime pass for Rs 30,000, valid for 15 years.
