Wrong information
The state bureaucracy is discussing a note sheet that came up in the House in reply to a question. It is related to the appointment of a retired officer on contract. Significantly, the comments in the note sheet, attributed to a former officer, which stirred up the debate, were not written by him at all. A senior officer in the present government wrote the comments in the note sheet when he was posted in an important position as a principal secretary. The senior officer wrote such comments in many files. People in the corridors of power say that there is a plot behind presenting this case in a wrong way.
If the former officer did not write the comments in the note sheet, how did the media come to know that he had written those remarks? People in the corridors of power say a Sahib played a role in it. Under the guidance of the Sahib, the notes were prepared in a nutshell in two pages, which were then circulated among media persons. In the note, misleading information was given to create confusion among people. Media, too, published the matter as it was. Most of the bureaucrats knew why the Sahib had done that.
Power devolved
Changes take place in an organisation when a new incumbent assumes duty. These days, such changes can be seen in the most important office of the state. Changes were apparent in the office soon after a new officer joined. The Sahib has changed his seating arrangement so that people may wait for him with dignity.
He also wrote the name of his office on the wall behind his chair. Now, whosoever comes to the office can see the name of the office. The changes are also apparent in the division of work that he has carried out. The work has been equally distributed among the officers. The officer loves to decentralise the responsibilities and then work. This is the reason that he has distributed work among all the officers of his department. He has also sent a message that it is not necessary that only he should be seen moving around the head of state. Each officer, assigned a particular responsibility in the allotment of work, should be present at the meetings to discuss an issue related to his assignment.
Keeping an eye
Three officers posted in Delhi are keeping an eye on the administrative activities in the state. The head of the state bureaucracy is retiring this month. The officialdom expects he is certain to get an extension. These three officers are keeping an eye on a situation arising out of any obstruction that might occur in the process of the head’s extension of service.
Out of these three bureaucrats, a woman officer wants the government to ponder over her name for an important position. Her claim is stronger than other officers because of her seniority. The two other officers are not making any efforts to get an important position, but they are keeping themselves updated about the developments taking place in the state. Still, there is enough time for their retirement, which is going against them. About the head of state, it is said that he is opposed to giving command of the administration to any officer whose retirement may take a long time.
Making efforts
A senior officer has made a lot of efforts to make a policy. As a reward for his hard work, the Sahib got a posting in an important department. The posting of the Sahib has inspired a principal secretary who is working hard for a case related to the government. In the case, the government must present a reply to the court.
A slight error in it may ruffle the government. The case is such that it will affect state politics as well as the next assembly election. This is the reason that the state government is taking every step in the case with caution. The PS wants posting in an important department by working hard for the case. The officer has seen ups and downs in the past few months. A few days ago, the Sahib was in an important department. The purpose of his working hard for the case is to get an important position. He continued to make efforts to get a posting in some important departments, but success eluded him. Now, he is trying to impress the higher-ups.
Long-lasting
It is the CM’s secretariat that has seen most of the changes after the government formation. IAS officers have been shifted from the CM’s Secretariat one after another. The secretary-rank officers and the deputy secretary-rank officers are also not able to stay there for a long time. But there is an additional secretary-level officer who has been working there since the beginning. This officer has 15 months to retire.
The way he works indicates he will be in the CM’s Secretariat only till his retirement. Even after his retirement, he may be seen around the head of state in some role or other. The head of state is happy with the officer’s work. He sincerely performs all duties. Together with the boss, the leaders of the ruling party are also happy with him. He only minds his own business. Whatever message he gets, he sends it to his boss. Ergo, nobody is against him.
Reserved nature!
An IPS officer, with an eye on an important post in the police department, has come to the state capital. The posting of the IPS officer in the state capital has surprised many in the corridors of power. The Sahib was far behind those officers whose names were doing the rounds for the post. Someone told the officer that if he wanted to reach the highest position in the police department, he should be near the head of state.
This is the reason that he has accepted the position offered to him. Nevertheless, still, there is enough time for appointment to the post that the Sahib has set his eyes on. Yet, his close aides are creating an atmosphere in favour of the officer. The Sahib has worked outside the state capital for a long time. The Sahib thinks staying in the state capital will bolster his claim to the top job; besides, he will occasionally meet the head of state, which will benefit him in the coming days. Known for his reserved nature, the officer has begun to meet some people to change the perception about him.
