Bhopal (Madhya Pradesh): The state government has cleared the decks for the promotion of four lakh employees by making a new promotion policy after nine years.
The cabinet has approved the MP Public Service Promotion Policy-2025. The high court issued an order asking the government to make the new promotion policy in 2016.
The court also issued an order against fixing the percentage of reservation in promotion. The state government moved the Supreme Court against the high court decision.
In the name of pending the case in the Supreme Court, there was no promotion of employees in the state for nine years. Now that the government has prepared a new promotion policy, the employees’ elevation to the next position will begin.
In the promotion policy, ST candidates will get 20% of the reservation. On the other hand, the SC candidates will get 16% of the reservation.
The SC/ST candidates will be promoted to the vacant posts. If SC/ST employees are already present in any department, the number of posts such candidates are holding will be subtracted from the number of posts for which promotion will be held.
Provisions for setting up DPCs in advance have also been made in the policy. The provisions for review DPCs have also been included in it. The merit-cum-seniority will be the criteria for promotion to the class-one posts.
Eligibility and seniority will be the basis for promotion in the rest of the categories. Minimum marks have also been included in the promotion criteria. An employee must have more than the minimum marks for promotion.
The system of rotation for keeping more than two posts in promotion has been done away with. Nevertheless, there will be no marks for the class four employees. Eligibility will be the only criterion for promotion in this category. Provisions have been made for promotion against the posts of those officers who are on deputation.
Role of CR in promotion changed
If the confidential report certificates, leave applications sanctioned by authorised officers and time of joining and training are not available, the promotion of a candidate will not be stopped.
The CR of six months will be treated as a full year’s CR. If someone’s promotion is stopped in the absence of CR, he will be given seniority whenever there is a promotion.
Action will not be taken on the basis of a show-cause notice in a closed envelope.
Promotion to clear path of recruitment of 2L youths: CM
After the cabinet’s nod to the promotion policy, Chief Minister Mohan Yadav said more than two lakh posts would fall vacant after the promotion.
There will be possibilities of recruitment, he said, adding that promotion cases pending for nine years have been worked out.
The government has paid attention to all categories, including SC/ST, in the new promotion policy, he said.

Prahlad, Kailash raise issue of retired staff
Panchayat and Rural Development Minister Prahlad Patel and Urban Development Minister Kailash Vijayvargiya raised the issue of the retired employees during a discussion over the promotion policy in the cabinet on Tuesday.
In the policy, it is clear that the benefits of promotion will not be given with retrospective effect.
The employees will get the benefits of the policy from the date it has been carried out. Patel, however, said those who had retired from 2016 to 2015 should get the benefits of this policy.
Both Patel and Vijayvargiya said the government should mull over what benefits could be given to those who had retired. After hearing the ministers, Chief Minister Mohan Yadav said he would discuss how such employees could be given financial benefits.
Revenue Minister gets angry at cabinet over transfer List
Revenue Minister Karan Singh Verma got angry at the cabinet meeting on the last day of the transfer of officials.
Against the principal secretary of his department, Verma said the officer issued the transfer list without approval.
When Verma raised the issue, Chief Minister Mohan Yadav advised him to maintain silence over the matter, which could be discussed later. Vivek Porwal is the principal secretary of the revenue department.
The ban on transfer lifted for one and a half months ended on Tuesday. The ban on transfer will be in place again. Now, the transfers will be carried out only through the Coordination, and that too after the Chief Minister’s approval.
On the last day, the transfer lists of several departments were out. The state government lifted the ban on the transfer from May 1 to 31.
Afterwards, the last date for transfer was extended twice. Initially, the extension was up to June 10, and then it was up to June 17.
