The moment occurred a few minutes before half time in the 43rd minute as Dejan Drazic seemed to have handled the ball while kicking it away from the Al-Seeb's footballer. With Al-Seeb's footballer appealing for penalty, the referee consulted with the linesman and it was given free kick outside the box.

FC Goa eventually win 2-1 at the Fatorda Stadium
Dejan Drazic had opened the scoring for Goa in the 24th minute with a soft chip over the goalkeeper to put the ball inside the target, while Javier Siverio doubled the home side's lead in the 52nd one. Nasser Al-Rawahi hit back in the second half for Al-Seeb with a goal in the 60th minute, threatening a late comeback.
However, FC Goa denied them any opportunity to do so. With their hard-fought triumph at the Fatorda Stadium on Wednesday, FC Goa have joined the Indian Super League (ISL) team Mohun Bagan in the continental competition's group stage. Drazic had the opportunity to break the deadlock of 0-0 in the 9th minute of the contest itself but Al-Seeb goalkeeper Ahmed Al Rawahi had saved it.
Al Rawahi had yet again found himself in the thick of the things in the 23rd minute when he assisted Abdul Aziz Al Muqbali with a timely tackle but Al-Seeb couldn't score a goal. But FC Goa found a way to breach Al Rawahi's defences in the 24th to go 1-0 up.
