Pimpri-Chinchwad: PCMC Launches City Livelihood Action Plan To Empower Vulnerable Communities

In a pioneering move towards inclusive and sustainable urban development, the Pimpri-Chinchwad Municipal Corporation (PCMC) is developing a comprehensive City Livelihood Action Plan (C-LAP). As part of this initiative, the municipal corporation will host focused group discussions on May 21 and 22, followed by a citywide representative survey between May 26 and 31, aimed at assessing the current livelihood landscape and identifying opportunities for empowering vulnerable communities.

The upcoming stakeholder consultations will bring together representatives from government departments, academic institutions, private enterprises, social organisations and civil society to share insights and collaboratively shape the livelihood plan. Their inputs will help define PCMC’s strategic direction on employment generation, skill development, financial inclusion and welfare interventions.

To ensure the plan is rooted in ground realities, PCMC will conduct a detailed survey across slums and low-income settlements to capture data on population demographics, employment trends, informal sector participation, social-economic status of women, persons with disabilities (PwDs), transgender persons, migrant workers and other marginalised groups.

What is C-LAP?

The City Livelihood Action Plan is being prepared under the central government’s Deendayal Antyodaya Yojana - National Urban Livelihoods Mission (DAY-NULM). Recognising that livelihood needs vary by city, C-LAP will take into account Pimpri-Chinchwad’s unique socio-economic and geographic context. The plan will provide a roadmap for enhancing income-generating opportunities through policy interventions, entrepreneurship support, skilling programmes and social protection measures.

Institutional Mechanism

A City Livelihood Task Force (CLTF) has been constituted under PCMC’s leadership to drive the plan’s formulation and implementation. This task force comprises representatives from government agencies, NGOs, private sector and academia. The CLTF will guide policymaking, coordinate funding, monitor progress and ensure alignment between various schemes and implementing partners.

Target Beneficiaries:

Urban poor and residents of informal settlements

Women and women-led households

Persons with disabilities, senior citizens, transgender persons, and migrant workers

Informal workers such as construction labourers, domestic workers, drivers, and rickshaw pullers

Planned Interventions Under C-LAP:

Formation and strengthening of Self-Help Groups (SHGs)

Coordination with banks for financial inclusion

Setting up skill development centres

Support for micro-enterprises through mentorship and credit facilities

Extension of social security coverage including insurance, pensions, and health services

Promoting digital literacy and information access

Speaking about this initiative, PCMC Commissioner Shekhar Singh said, “This plan will not only uplift vulnerable communities but also help build a skilled workforce for the city’s growing industries.”
