Mumbai: A disturbing incident has emerged from the Jogeshwari area of Mumbai, where a man was observed attempting to sexually assault a female street dog late at night behind a parked vehicle, until a passerby spotted the incident and attempted to save the dog. The footage of this event has been circulating on social media networks.
An Instagram user (@dushyantvyas) collaborated with the page (@streetdogsofbombay) to report an incident that occurred during the midnight hours on Saturday while he was taking a nighttime walk in the area. He noticed something suspicious and began recording when he saw a man behind a parked car attempting to sexually assault a female street dog.
The man is observed sitting on the pavement with the dog trapped between his legs, and when the passerby approached, the dog was freed and happily wagged its tail while moving toward the passerby. When he called and threatened the abuser, he stood up, gazed for a moment, then turned and left.
Later in the video, the user mentioned that the police declined to take any action or file a complaint against the individual seen mistreating the dog, claiming that "it does not fall under their jurisdiction."
In the video's caption, the user mentioned that some locals claim this man frequents the area, stating that the dogs typically "approach him innocently, only to be harmed."

The new penal code, Bharatiya Nyaya Sanhita (BNS) consolidates Sections 428 and 429 of the IPC into a single provision under the BNS, 2023, aimed at enhancing justice for animals. Complaints related to animal incidents will invoke Section 325 of the BNS, which addresses mischief by killing or maiming animals, with penalties of up to five years imprisonment or fines. Section 2 (2) of the BNS defines 'Animal' as "any living creature, other than a human being." This reform addresses past IPC provisions focusing on the value of animals, specifically those under Sections 428 and 429, shifting towards broader protections within the framework of the new legislation.
