The Government of Maharashtra has established a 23-member high-level committee to strengthen farm and village (Pandhan) roads, addressing critical challenges faced by farmers in transporting agricultural produce.

Chaired by Hon’ble Revenue Minister Chandrashekhar Bawankule, the committee aims to resolve long-standing issues caused by inadequate rural road infrastructure.

This initiative follows a commitment made by Chief Minister Devendra Fadnavis during the monsoon session of the Legislative Assembly on July 11, 2025.

Composition of the Committee

The committee, led by Revenue Minister Bawankule, comprises:

Rural Development and Panchayat Raj Minister Jayakumar Gore

Maharashtra Minister for the Employment Guarantee Scheme Bharatshet Gogawale

MoS Ashish Jaiswal

Five Members of the Legislative Assembly

Seven special invitee members

Seven senior officials

It has been tasked with submitting a comprehensive report within one month to ensure time-bound reforms.

Key Objectives of the Committee

The committee will focus on:

Reviewing the Matoshri Pandhan Road Scheme to address its shortcomings.

Studying successful farm road schemes in Nagpur, Amravati, and Latur districts.

Implementing recommendations from the Land Records Commissioner-led committee.

Assessing the need for a dedicated accounting head for farm road schemes.

Evaluating funding convergence under existing schemes, including specific financial heads.

Proposing measures to strengthen all farm and village roads within five years for seamless transportation.

Recommending the appropriate implementing department for the scheme.

The committee is also empowered to invite experts and retired officers as special invitees and is authorized to make additional recommendations beyond its defined scope.

Addressing Farmers’ Needs

With increasing mechanization in agriculture, robust rural roads are essential for efficient sowing, harvesting, and timely transportation of produce to markets. Poor road conditions have long hindered farm productivity.

This initiative seeks to enhance rural connectivity, boost agricultural efficiency, and improve farmers’ livelihoods.

Leadership and Vision

Under the leadership of Revenue Minister Chandrashekhar Bawankule, the committee is expected to deliver impactful solutions through a collaborative and inclusive approach. His vision emphasizes actionable reforms aimed at uplifting farmers and strengthening rural infrastructure across Maharashtra.
