Indore: ITMS Generated Over 7 Lakh E-Challans In 2024 But Only Around 76K Realised
ITMS catches 85 traffic violators every hour round the clock

Indore (Madhya Pradesh): Indore, struggling with traffic issues, went hi-tech in October 2023 with the implementation of the Intelligent Traffic Management System (ITMS) for traffic monitoring and e-challan generation, aiming to control traffic violations effectively.
Almost 85 people were identified for violating traffic every hour round the clock with the help of ITMS in the city.
However, about 90% of e-challans issued through ITMS remain unpaid defeating the very purpose of implementing the ITMS system. This low rate of recovery arises because until now most newly registered vehicles were linked to mobile numbers of dealers or agents.
In 2024, ITMS generated 751,084 e-challans, of which only 76,488 were paid, highlighting a major gap between planning and implementation, raising concerns about its effectiveness in curbing traffic violations.
District administration held discussions regarding the e-challan system on Thursday, and it was decided to increase the number of teams to ensure better follow-up of e-challans. Follow-ups will be conducted through phone calls, and if required, personnel will be sent physically.

The ITMS installed at 18 traffic points in which operating at 14 squares including LIG Square, Rasoma Square, Scheme No 78, Indira Pratima Square, Laxmibai Pratima, Tata Steel, Palhar Nagar, Ramchandra Nagar, Home guard, Piplayahana, Bombay Hospital, Bengali Square, Patrakar Colony Square and Guitar Square.
Not working
The ITMS installed at Robot Square, Sindhi Colony, Bata Square and Nandlalpura Square but they are not operating.
Other information regarding ITMS
* State-of-the-art signals, cameras, PA systems, controllers, UPS and poles are being installed at each traffic point and all points are to be controlled from the Integrated Control Command Center ( ICCC) using an integrated system.
* Adaptive Traffic Control System is also part of it.
* ITMS has been integrated with NIC portal so that e-challan processing can be done automatically.
* Red light violation detection, no helmet detection, wrong side movement detection, speed violation detection are facilities available in ITMS.
How it works
ITMS generates a challan for traffic rule violations. The traffic police have to verify within 7 days whether the commuter has violated the traffic rule. After verification, the traffic police send a message to the registered mobile number of the vehicle owner, instructing them to pay the fine within 15 days. If the fine is not paid, the case gets transferred to the virtual court. The virtual court, designated by the district court, handles fines related to the Motor Vehicles Act.

“Commuter data is often outdated in the Regional Transport Offices in the city, and in 90% of cases, dealers' or agents' mobile numbers are registered with the vehicle. This leads to challans remaining pending in the virtual court. To address this issue, new vehicle registrations now require the owner's mobile number to be registered. Over the last six months, we have increased our ITMS challan recovery rate from 2% to 14%, and it is expected to increase further.”
