Uttar Pradesh Leads Nation In Public Procurement

Lucknow: The Uttar Pradesh government has demonstrated strong performance in public procurement through the Government e-Marketplace (GeM) portal, drawing commendation from the Union Commerce and Industry Minister, Piyush Goyal. In a letter to the state's Chief Minister, Goyal lauded Uttar Pradesh's significant participation, citing it as an example for other states to follow. The letter highlighted that Uttar Pradesh recorded purchases totaling Rs 65,227 crore on GeM between the financial years 2020–21 and 2024–25.

Piyush Goyal noted that in FY 2024–25 alone, over 72 lakh procurement orders were finalized, amounting to Rs 5.43 lakh crore, marking a new milestone in India’s public procurement system. Since its inception, GeM has facilitated more than 2.9 crore orders, accumulating to over Rs 14 lakh crore, with Uttar Pradesh's contribution being notably significant.

The platform now encompasses over 11,000 product categories and more than 330 service categories. The substantial purchases made by buyers in Uttar Pradesh over the past five fiscal years underscore the state's robust technical adoption, commitment to transparency, and effective policy implementation.

Goyal further pointed out that the Uttar Pradesh government issued a comprehensive order on November 26, 2024. This order aligned the state's procurement regulations with the General Financial Rules (GFR) 2017 and GeM’s General Terms and Conditions (GTC). By consolidating various procurement-related notifications into a unified framework, the order has simplified processes and facilitated 100% adoption of GeM across the state.

This initiative, as stated by Piyush Goyal, exemplifies the vision of Digital India, demonstrating how effective execution can be achieved when technology and inclusivity are combined. He expressed confidence that Uttar Pradesh’s efforts will inspire other states, thereby accelerating the nationwide adoption of GeM. Goyal also emphasized that Uttar Pradesh's support for GeM is a step towards realizing the national leadership's vision of a "one-stop digital marketplace."

The state's integrated digital approach showcases how policy commitment, innovation, and inclusive execution can effectively contribute to the Digital India initiative.
