World Environment Day 2025: BMC Unveils ₹17,066 Crore Climate Budget For FY 2025-26 Focused On Green Infrastructure, Waste Management & Electric Mobility In Mumbai

The Brihanmumbai Municipal Corporation (BMC) has released its second Mumbai Climate Action Plan (MCAP), with a total FY 2025-26 budget of Rs 17,066.12 crore. The Climate budget, released on Thursday, marking World Environment Day, includes capital expenditures by BMC of Rs 16,321.33 crore and Rs 744.99 crore by the Brihanmumbai Electricity Supply and Transport (BEST).

Mumbai: The Brihanmumbai Municipal Corporation (BMC) has released its second Mumbai Climate Action Plan (MCAP), with a total FY 2025-26 budget of Rs 17,066.12 crore. The Climate budget, released on Thursday, marking World Environment Day, includes capital expenditures by BMC of Rs 16,321.33 crore and Rs 744.99 crore by the Brihanmumbai Electricity Supply and Transport (BEST).

The Climate Budget for Mumbai sees a Rs 7,000 crore hike from last year. The BMC had released its first-ever MCAP in June 2024 with a budget of Rs 10.224 crore.

BMC says that it has achieved 86% of its progress on its FY 24-26 Climate Budget and 80% of additional MCAP components, with 739 climate-linked budget activities undertaken last year.

Main measures to be undertaken in FY 25-26

The Climate Measures for FY 25-26 are divided into two sections: Direct Actions and Enabling Actions. The direct actions include the Installation of Bio methanation plants, Technological Upgradation of the Mahalaxmi Refuse Transfer Station, Setting up dry waste collection sheds in wards, Installation of PNG-based crematoriums, Providing PNG Gas connections in Mahalakshmi Dhobighat, Installing solar panels, Replacement of conventional lighting to LED lighting in hospital and school reconstruction projects, PNG-based Incinerators at Deonar slaughterhouse among others.

Some of the other direct actions (not quantified) as the Climate budget document includes: Installation of Outdoor Dust Mitigation Unit and Dust Monitoring Systems, Procurement, operation and maintenance of E-Sweepers, Construction of prefabricated toilets in all wards, Procurement of new vehicles for segregated waste collection, Installation of sanitary napkin vending machines and incinerators in public toilets, Installation of Sewage Treatment Plants at peripheral hospitals and Dahisar River, Development and upgradation of various Recreational Grounds and playgrounds,

Under the action of Construction of community toilets in all wards, the BMC has planned 559 toilets with 14166 seats and nine wards are prioritised. Under Climate action plan, BMC will also take measures to ensure the survival of mangroves within Kanjurmarg Dumping Ground, as estimated area of mangrove forest that will be possibly impacted is 264.87 ha.

Additional Municipal Commissioner Dr Ashiwin Joshi said, “To strengthen these efforts to protect the environment, capital and revenue expenditure has been increased in this year's climate budget. A provision of Rs. 17,066.12 crore has been made by the BMC and BEST, and Rs. 3,268.97 crore for revenue expenditure.” She stressed curbing the usage of single-use plastic and said, “The BMC is suffering the most from single-use plastic and maximise the use of cloth bags. While cleaning the drains before the monsoon, more plastic bags are being found in the drains than silt. The administration is taking coercive action to prevent the use of plastic, however, self-discipline by the citizens is equally important.”

BEST Undertaking included in Climate Action Plan

“This year, the BEST Undertaking’s budget is also considered as it is a major public transport for the city and can contribute significantly to environment-friendly measures, like introducing more electric buses. This year total of 27 parastatal agencies are included in MCAP, like MMRDA, Mumbai Fire Brigade etc, for collaborative efforts towards developing Mumbai with a green lens,” said a senior officer from BMC’s Environment department.

The main measures to be taken by BEST Undertaking include: Procurement of Electric Buses, Wet leasing of Electric Motor Vehicles, Procurement of renewable energy for the electricity supply mix and Rooftop Solar Installations by Consumers.

Under BMC’s planning department, 100% concession on BEST ticket fares for persons with disabilities will be introduced. On asked when the concession will be applicable, a BEST official said that once the undertaking gets the official document from the BMC, they will plan and respond accordingly.

The total expenditure of the FY 24-25 Climate budget was - Rs 7877.66 crore as of March 31, 2025.

Total Climate budget estimate for FY 24-25 was Rs 10224.24 crore

Revised Estimate for FY 24-25 was Rs 9132.46 crore

Financial achievement: 86.26% of the revised estimated budget for FY 24-25
