Navi Mumbai Civic Body Forms Civil Services Board To Ensure Fair Transparent Officer Transfers

Navi Mumbai: In an administrative reform aimed at enhancing transparency and efficiency, the Navi Mumbai Municipal Corporation (NMMC) has established a Civil Services Board to recommend transfers and postings of officers and employees under its establishment.

The board has been constituted in alignment with the Maharashtra Government's policy and under the provisions of the Maharashtra Government Servants Regulation of Transfers and Prevention of Delay in Discharge of Official Duties Act, 2005. The board will function under the chairmanship of Additional Commissioner, with the City Engineer, Chief Accounts Auditor, and Deputy Commissioner (Education) as members. The Deputy Commissioner (Administration) will serve as the Member Secretary.

The primary role of the board is to review and recommend transfer proposals submitted by the General Administration Department. These proposals must detail the context and background of each case and comply with the statutory provisions to ensure fairness and accountability.

Once reviewed, the board's recommendations will be forwarded to the competent authority — the Commissioner and Administrator — who holds the final decision-making power.

Municipal Commissioner and Administrator Dr. Kailas Shinde has emphasized the importance of citizen-centric and transparent governance. “The formation of this board will ensure that municipal administration functions with greater speed, accountability, and clarity. The initiative marks a significant stride in institutionalizing systematic and fair personnel management within the civic body, in line with state governance standards,” Dr Shinde said.
