As part of the Mumbai Metropolitan Region Development Authority (MMRDA’s) initiative “Mumbai in Minutes,” a double-decker flyover along Metro Line 6 enroute to Swami Samarth Nagar, Andheri to Vikhroli (EEH) passing through Jogeshwari Vikroli Link Road, Powai is a major infrastructure upgrade. The project is an essential step toward achieving integrated and seamless urban mobility in the Mumbai Metropolitan Region (MMR) and designed to significantly improve east-west connectivity across the city and decongest high-traffic corridors.
Initially proposed by BMC to ease traffic between Andheri (West) and Jogeshwari (East), the 5.08 km flyover runs from New Link Road (near Infinity Mall) to Poonam Nagar, JVLR. Since the flyover alignment intersects with Metro Line 6, BMC handed over the construction to MMRDA for better synergy between road and metro infrastructure.
Of the total length, 0.93 km has already been constructed by BMC.
MMRDA is building the remaining portion in two parts. Part I includes a Double Decker Flyover (2.58 km): This structure has two levels—one for road traffic and the other for Metro Line 6. Executed by Delhi Metro Rail Corporation (DMRC) on a deposit basis, the current physical progress is 80%, with a project cost of Rs 304 crore.
In Part II – Single-Level Flyover / Missing Links (1.55 km). This includes approach ramps and a 120-meter cable-stayed bridge over the Western Express Highway and operational Metro Line 7. Awarded to J Kumar Infraprojects Pvt. Ltd. at Rs 378.70 crore (excluding GST), this segment currently stands at 39% completion.
As per the MMRDA, due to heavy JVLR traffic the project work sees Restricted working hours and the need to maintain flow during construction as per. Coordination with Metro O&M teams to safely work near operational Metro Line 7. Whereas the Encroachment clearance at Veera Desai Junction (Jogeshwari West) and Pratap Nagar (Jogeshwari East) and Diversion and management of uncharted underground utilities are other major key challenges.
To expedite commuter relief, MMRDA has planned phased commissioning: Phase I: From Infinity Mall, Andheri (W) to JVLR Junction (~2.4 km, including the 0.93 km already constructed by BMC), is slated for completion by December 2025.

Phase II includes the construction of the 120 m cable-stayed bridge over WEH and Metro Line 7. Due to traffic constraints and the need for night-time operations with Metro Line 7 power blocks, Phase II is expected to be completed by June 2026.
According to the MMRDA, this flyover will offer direct, signal-free connectivity between Andheri and Powai, acting as a vital east-west corridor. It will reduce congestion on JVLR and the Western Express Highway, cut travel time, and lower fuel consumption and emissions. As a key deliverable under “Mumbai in Minutes,” it reflects MMRDA’s ongoing commitment to enhancing regional connectivity and sustainable urban transit across MMR.
