In a major step towards transforming Motilal Nagar I, II, and III, in Goregaon the Maharashtra Housing and Area Development Authority (MHADA) and Adani Realty signed the Construction and Development Agency (C&DA) agreement on Monday, July 7th for the redevelopment projects.

As per MHADA’s records and as provisioned in the tender document, eligible families are set to receive the largest homes ever offered in any housing redevelopment initiative in the city. Eligible residential beneficiaries will receive 1600 sq ft of built-up space, commercial unit holders will get 987 sq ft space and eligible slum dwellers will receive 300 sq ft homes, as per SRA norms.

British townplanner Bureau Happold is the infrastructure designer firm and Dutch firm Mecanoo is the master planner for the Motilal Nagar project.The project spans 143 acres of prime land and is the largest redevelopment initiative ever taken up by MHADA through the appointment of a C&DA. The entire rehabilitation is expected to be completed within seven years.

Adani Properties Private Limited (APPL), the real estate arm of the Adani Group, won the bid by committing to hand over 3.97 lakh sq mt of housing stock — the highest share of FSI — to MHADA. 

As per the tender terms, MHADA will retain full control over the project, including ownership of the land. The C&DA will be responsible for financing and executing the entire redevelopment, including residential, commercial, and slum rehabilitation components as well as MHADA’s own housing stock, within the stipulated timeframe.

“This redevelopment project presents both a challenge and a significant opportunity for MHADA. The C&DA approach will, hopefully, pave the way for future urban renewal initiatives in Mumbai through well-structured Public-Private Partnerships (PPP),” said a MHADA official.

The primary objective of the redevelopment is to regularise rampant illegal construction and modernise Goregaon’s housing infrastructure.

Motilal Nagar is one of the earliest MHADA colonies developed in the 1960s. The C&DA will introduce modern construction technologies and urban planning expertise to rehabilitate 3,372 eligible residential units, 328 commercial units and around 1,600 eligible slum tenements, in line with the 1971 Slum Act.

“The C&DA will bear the entire cost of the project and will be required to hand over all rehabilitated housing, including residential, commercial and slum tenements, as well as MHADA’s premises, and associated infrastructure and amenities, to MHADA, free of cost. MHADA will be the final authority on all project matters,” the official added.

Apart from sharing housing stock, the C&DA will be responsible for developing key physical and social infrastructure such as roads, water and sewage pipelines, storm water drainage systems, gardens, open spaces, hospitals, schools, markets, police stations etc.

MHADA has built nearly 100 colonies between 1960s and late 1980s, housing over two lakh dwelling units. Many of these structures are now in dilapidated condition and have been declared unfit for habitation by the Municipal Corporation of Greater Mumbai (MCGM), making their redevelopment an urgent necessity.

Role of C&DA
1. The C&DA will be responsible for financing and executing the entire redevelopment, including residential, commercial, and slum rehabilitation components as well as MHADA’s own housing stock, within the stipulated timeframe of seven years.
2. It must bear the cost of relocating and rehabilitating MHADA-eligible tenants, shops, and slum dwellers as part of the redevelopment process.
3. The redevelopment will be carried out in phases or sectors to ensure systematic execution.
4.It  will redevelop rehabilitation components, reservation amenities, and MHADA/MHADB premises.
5. It will provide infrastructure and services based on town planning standards, following MCGM rules and MHADA provisions.
6. The entire cost of the project has to be borne.
7. It cannot mortgage land, raise finance on it, or sell/transfer rights without MHADA’s permission. This protects MHADA residents and slum dwellers and prevents misuse of redevelopment rights.
8. MHADA will always retain full control over the project, including ownership of land, and has the right to penalise the C&DA for any unapproved or unlawful deviation.
9. It will be responsible for developing key physical and social infrastructure such as roads, water and sewage pipelines, storm water drainage systems, gardens, open spaces, hospitals, schools, markets, police stations etc.
