Mumbai: The BMC has auctioned two prime plots—near Crawford Market and Worli Asphalt Plant. However, Central Railway (CR) has requested a portion of the South Mumbai plot. So, the BMC has issued a conditional offer, requiring bidder to coordinate with the railways. If the developer agrees to share the required portion, the plot will be allotted, said a senior official.
The BMC is offering these plots on a 30-year lease, with an option to renew for an additional 30 years. The revenue generated through these long-term leases is expected to support key infrastructure projects across Mumbai. After initial bidding failed, the BMC reduced reserve prices and invited fresh bids.
Now, Aava Developers LLP has secured the Crawford Market plot for highest bid of Rs 369 crore, while Indivara Developers won the Worli Asphalt Plant land for Rs 783 crore—bringing in a total of Rs 1,152 crore.
However, CR has requested a portion of the Crawford Market plot free of cost for a proposed CSMT skywalk outlet. A recent high-level meeting with the Chief Secretary discussed the matter.
“We have issued a conditional offer letter to Aava Developers,” said a senior BMC official. “If they agree to part with the land CR needs, the deal will go through—otherwise, it won't proceed further," he clarified.
Meanwhile, regarding the Worli plot, the RBI had approached the BMC independently, but since it did not participate in the official bidding process, the land will be awarded to the highest bidder, Indivara Developers, official confirmed.

The civic body had invited tenders in December 2024 for three prime properties: the Worli Asphalt Plant, the plot near Crawford market and a plot at the BEST substation in Malabar Hill. However, the auction for the Malabar Hill plot was cancelled following strong opposition from local residents. Despite this, the BMC had proceeded with the auctions for the remaining two plots.
