Mumbai: In a bid to fast-track land acquisition for state development projects while ensuring fair compensation to farmers, Maharashtra Revenue Minister Chandrashekhar Bawankule has initiated discussions to frame a new set of regulations.

Debate Over Consent-Based Land Sales

During a meeting held at the Mantralaya, key issues were discussed, including whether farmers should be allowed to sell their land at a lower rate through consent awards under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation, and Resettlement Act.

Ashish Jaiswal Flags Challenges in Government Acquisition

Minister of State for Finance and Planning Ashish Jaiswal highlighted that while private individuals can purchase land more easily, the government faces procedural hurdles.

“There should be flexibility for farmers who voluntarily want to sell land below the government valuation for a limited time,” he suggested.

Comparative Study with Other States

Revenue Minister Bawankule instructed all divisional commissioners to submit information to Milind Mhaiskar regarding land acquisition models and cost-reduction options used in states like Gujarat and Telangana. He also asked for details of incentives provided in lieu of employment during land deals in other states.

Framework for New Rules Under Consideration

The meeting was also attended by former MLA Pasha Patel and other senior officials. It was decided that if the proposed measures are found to benefit the government and public interest, further deliberations will be held to formulate a comprehensive set of new land acquisition regulations.

Goal: Speed Up State Development Projects

The new framework aims to remove bottlenecks in acquiring land, especially for critical infrastructure and development projects, while balancing the rights and needs of landowners.
