Maharashtra Budget 2025-26: MMR To Be Developed As Growth Hub, Aiming For $1.5 Trillion Economy By 2047

Deputy Chief Minister Eknath Shinde emphasised that, according to Niti Aayog, the MMR has the potential to generate up to $1.5 trillion in economic activity.

The Maharashtra government has set ambitious goals to significantly boost the economic output of the Mumbai Metropolitan Region (MMR). The plan aims to expand the MMR's economy from its current $140 billion to $300 billion by 2030, with a long-term vision of reaching $1.5 trillion by 2047.

To achieve this, the government has announced the development of seven world-class business centers in strategic locations across the MMR. These hubs will be established in Bandra-Kurla Complex, Kurla-Worli, Wadala, Goregaon, Navi Mumbai, Kharghar and Virar-Boisar. This initiative is designed to position the MMR as a global economic powerhouse, transforming it into a 'Growth Hub' on the international stage.

This ambitious plan is part of the state's broader strategy to enhance Mumbai’s position as a leading economic center on the global stage.

Deputy Chief Minister Eknath Shinde emphasised that, according to Niti Aayog, the MMR has the potential to generate up to $1.5 trillion in economic activity. “We have decided to develop this region to achieve at least $1 trillion activity. Maharashtra has the infrastructure, skilled manpower, connectivity, and a conducive business environment to make this happen,” he said.

In addition to these business centers, the state government has also undertaken several large-scale infrastructure projects to improve connectivity and streamline traffic in the Mumbai suburban area. Versova to Madh Creek bridge and Versova to Bhayander Coastal Road, underground roads from Mulund to Goregaon, Thane to Borivali, and Orange Gate to Marine Drive, the elevated connector road between Sewri and Worli, with a budget of Rs1,051 crore, which is set for completion by March 2026.

The Swatantryaveer Savarkar Versova-Bandra Sea Link, a 14 km bridge project between Bandra and Versova, estimated to cost Rs18,120 crore, is set to finish by May 2028.

A Thane Coastal Road project connecting Balkum to Gaimukh, costing Rs 3,364 crore, is expected to be completed by the end of 2028.

Additionally, plans are underway to build an elevated road connecting Thane to the Navi Mumbai International Airport, providing improved access to key cities such as Dombivli and Kalyan.

Maharashtra is also working on a 55-km sea bridge and connecting roads from Uttan to Virar, with an estimated cost of Rs 87,427 crore. These development projects aim to streamline transportation, reduce congestion, and pave the way for improved economic growth in the region.
