Mumbai: In a significant administrative overhaul, the Maharashtra Home Department on Friday officially abolished the post of Special Commissioner of Police (ADG rank) in the Mumbai Police and approved the creation of a new Joint Commissioner of Police (Intelligence) post, downgraded to the Inspector General (IG) rank.
The newly sanctioned position becomes the sixth Joint Commissioner in the Mumbai Police hierarchy and is aimed at strengthening the intelligence network and gathering critical information about potential terrorist threats and sleeper cell activities.
Alongside this structural change, the government appointed IPS officer Arti Singh as the first Joint CP (Intelligence). Singh, a 2006-batch officer of the Maharashtra cadre, previously served in the State CID. Originally from Mirzapur, Uttar Pradesh, she holds an MBBS degree from Banaras Hindu University and currently holds the rank of Special Inspector General (Special IG).
This move also confirms that the Special Commissioner post, created in 2023, was a temporary designation meant solely to accommodate IPS officer Deven Bharti, who now becomes the first and last officer to have held that title.
The official Government Resolution (GR) states that, with Mumbai being India’s financial capital and frequently hosting dignitaries including the President, Prime Minister, and other international guests, the intelligence arm of the police must remain exceptionally vigilant. The newly created Joint CP (Intelligence) will report directly to the Commissioner of Police and will work in close coordination with the Joint CP (Law and Order) to ensure timely alerts and swift action based on intelligence inputs.
According to sources, the role will play a crucial part in monitoring anti-national activities, coordinating counterterrorism measures, and helping fortify Mumbai’s overall security architecture. The move is seen as laying the foundation for a more robust and structured intelligence framework, not just for Mumbai but across Maharashtra.
