Mumbai: Deputy Chief Minister Ajit Pawar on Thursday informed the Legislative Assembly that future recruitment to the post of Sub-Inspector (Group-C) in the State Excise Department through promotions will be done entirely (100%) from the ranks (jawans). He clarified that any changes to the ongoing recruitment process through the Limited Departmental Competitive Examination will be decided based on the opinion of the Law and Judiciary Department.
Ajit Pawar stated that a proposal to amend the service entry rules to prioritise personnel from the jawan cadre for the Sub-Inspector (Group-C) posts is under consideration by the government. Going forward, recruitment to this post will be in a 50:50 ratio via nomination and promotion. However, all promotions will exclusively be from within the jawan cadre.
About The Existing Rule
Currently, as per existing rules, 25% of Sub-Inspector posts are filled through direct promotion, 25% through the Limited Departmental Competitive Examination, and 50% through nomination. Of the 25% filled through the examination, 80% posts are allotted to jawans and 20% to clerks, effectively resulting in only 5% of the total posts being filled by clerical staff. Also, only those meeting the physical fitness criteria are considered eligible. Going forward, no clerical staff will be promoted to the Sub-Inspector post.
Sub-Inspectors in the Excise Department are responsible for tasks like criminal investigation, raids, vehicle checks, and controlling illegal liquor transportation. Given the physical demands of the role, physical fitness is essential. Therefore, the government has decided that all future promotions to the Sub-Inspector (Group-C) post will be from the jawan cadre only.
Pawar added that a legal opinion will be sought on whether the ongoing recruitment process can be halted. If not feasible, the current process will be completed, and 100% of future promotions will then be reserved for jawans.
