The Uttar Pradesh government has granted operational approval to Dr. K.N. Modi University in Modinagar, Ghaziabad, under the Uttar Pradesh Private University Act, 2019. The authorization, formalized through Ordinance No. 8 of 2025, designates the institution as the 49th private university in the state.
Higher Education Minister Yogendra Upadhyay handed over the operational letter to university representatives in Lucknow. The approval enables the institution to commence academic activities under the state’s regulatory framework.
The decision follows amendments to the UP Private University Act, which governs the establishment and functioning of private universities in the state. The New Education Policy (NEP) 2020 has encouraged private participation in higher education, with several institutions receiving approvals in recent years.

Ghaziabad, part of the National Capital Region (NCR), has seen growing demand for higher education institutions. The addition of Dr. K.N. Modi University expands options for students in western Uttar Pradesh. No direct financial assistance from the state government is involved in the university’s operations.
The institution will function under the regulations set by the Uttar Pradesh Higher Education Council and other relevant bodies.
