Centre Clears Way For Private Two-Wheelers As Bike Taxis Under MV Aggregator Guidelines 2025; States To Decide On Rollout

"The new guidelines, notified on Tuesday, empower states to allow private bike owners to ferry passengers through aggregator platforms. If adopted, this policy could pave the way for private motorcycle owners to register with ride-hailing companies and offer rides, similar to traditional bike taxi services" said an official of transport department.

In a landmark move, the Central Government has permitted private two-wheelers to operate as bike taxis under the newly issued Motor Vehicle Aggregator Guidelines 2025. However, the final decision to implement this provision has been left to individual state governments.

"The new guidelines, notified on Tuesday, empower states to allow private bike owners to ferry passengers through aggregator platforms. If adopted, this policy could pave the way for private motorcycle owners to register with ride-hailing companies and offer rides, similar to traditional bike taxi services" said an official of transport department.

Under the newly issued guidelines by Central Government, state governments may permit the use of non-transport motorcycles for carrying passengers, aiming to improve last-mile connectivity, reduce traffic congestion, and lower transport-related pollution. The move is also expected to create new livelihood opportunities in the gig economy.

"We welcome the release of the Motor Vehicle Aggregator Guidelines (MVAG) 2025 as a forward-looking step toward fostering innovation and regulatory clarity in India’s digital mobility sector. Timely adoption by states will be key to ensuring uniform implementation and building much-needed predictability for all stakeholders. We commend the Ministry for its consultative and balanced approach, and remain committed to working closely with governments at all levels to support effective and inclusive rollout of the framework.” state Uber spokesperson. 

"While the guidelines have come into effect nationally from July 1, the actual rollout will depend on state-level decisions regarding regulation, permissions, and fee structures. States such as Maharashtra, Delhi, Karnataka, and Tamil Nadu—where the concept of bike taxis has seen both interest and legal hurdles—are expected to play a crucial role in shaping how the policy unfolds" said a transport expert.
