Prime Minister Narendra Modi inaugurated Kartavya Bhawan in Delhi. Built by L&T, it is part of the Central Vista project. Several key ministries will now operate from here.

New Delhi: Prime Minister Narendra Modi on Wednesday inaugurated Kartavya Bhawan (also known as Central Secretariat Complex – CCS) at Kartavya Path in Delhi. This is a new government office building where many important ministries will now be housed.

As of now, the third building of Kartavya Bhawan has been completed. Buildings 1 and 2 are expected to be ready later this month. The project is part of the larger Central Vista redevelopment, which includes a new Parliament, the revamped Kartavya Path, and other government buildings.

Why Was This Building Needed?

At present, many central ministries operate from old buildings like Shastri Bhawan, Krishi Bhawan, Udyog Bhawan, Nirman Bhawan, etc., which were built between 1950 and 1970. These buildings are now outdated and not in the best condition.

The new Kartavya Bhawan complex is designed to bring together several ministries in a modern, energy-efficient campus. It covers an area of around 1.5 lakh square meters and includes two basements and seven floors (ground + six floors).

Key ministries to be housed here include:

- Ministry of Home Affairs

- Ministry of External Affairs

- Rural Development Ministry

- Ministry of MSME

- Department of Personnel and Training (DoPT)

- Ministry of Petroleum & Natural Gas

- Office of Principal Scientific Adviser (PSA)

Cost & Construction

Work on CCS buildings 1, 2, and 3 began in 2021. The construction contract was awarded to Larsen & Toubro (L&T), which won the bid for Rs 3,141.99 crore.

Under the Central Vista Master Plan:

- In 2022, the government completed and renamed Rajpath as Kartavya Path

- In 2023, the new Parliament building was completed

- A Vice President’s enclave has also been built

- Work is ongoing for a new PM residence and office

More Buildings Coming Soon

A total of 10 buildings are planned on both sides of Kartavya Path, stretching from India Gate to Rashtrapati Bhavan. Currently:

- CCS 10 (at the site of old Defence Bhawan)

- CCS 6 and 7 (at the sites of old VP house and Vigyan Bhawan Annexe)

- ...are under construction. Other buildings are in planning stages.

L&T Share Price Dips Slightly

Interestingly, shares of L&T, the company building Kartavya Bhawan, saw a minor dip on the day of the inauguration. Around 1 PM, the stock was trading at Rs 3,635, down 0.43 percent.

However, L&T has performed well over time:

- Over 6 months, the stock is up 8 percent+

- In 5 years, it has delivered nearly 300 percent return to investors
