Differences crop up among officers over the charge of higher positions

Bhopal (Madhya Pradesh): Chief Secretary Anurag Jain has directed all the departments to set up DPC and give promotion to the employees by July 31 according to the promotion policy.

Jain issued the directive at a meeting with the officers over the implementation of the new promotion policy.

The DPC will be held twice this year. Another DPC will be held in December.

The government’s intention is to complete employees’ welfare work as quickly as possible, Jain said.

As there has been no promotion for nine years, it should be done without any further delay, he said.

He directed the officers to set up departmental advisory committees and complete the work concerned with the annual confidential reports of employees, departmental inquiries and pension cases on time.

At the meeting, the officers said higher positions had been given in the departments. There will be no problem during the promotion of the employees.

Director General of Police Kailash Makwana raised the issue of charge in giving promotion in the police department.

About the promotion in the police department, Jain said the issue could be discussed with the officers of the General Administration Department (GAD).

Additional Chief Secretary (Home) JN Kansotiya said it had been mentioned in the promotion policy that the SC category could not be given more than 16% reservation. Similarly, the ST category staffers cannot be given more than 20% reservation, he said.

Kansotiya said more employees should be promoted in the coming days.

He also raised the issue of keeping a single post unreserved.

The policy has been framed, and whoever is senior on the single post will be promoted, Jain said.

CS gives credit to Rastogi, Katesaria for policy

Chief Secretary Anurag Jain has given credit for bringing the new promotion policy to Additional Chief Secretary (finance) Manish Rastogi and deputy secretary of GAD Ajay Katesaria. He said Rastogi and ACS of GAD Sanjay Dubey had brought the issue to him.

Rastogi had already done some work on the policy, Jain said. Rastogi had been posted to GAD before joining the finance department.

On-deputation staffers won’t be promoted

At the meeting, it was clearly said the employees deputed to other places would not get promotion.

They will get promotion after their return to parent departments.
