Pune: PMC Deputy Commissioner Madhav Jagtap Penalized For Mismanagement, Illegal Constructions, And Tax Irregularities
According to MNS General Secretary Hemant Sambhus, Jagtap was found guilty in connection with illegal constructions at the Shivdatta Mini Market in Aundh. The inspection also uncovered misconduct in the taxation and collection departments, particularly concerning wrongful property assessments and failure to control encroachments.

Following a complaint letter filed by Maharashtra Navnirman Sena (MNS) General Secretary Hemant Sambhus, Deputy Commissioner Madhav Jagtap of Pune Municipal Corporation (PMC), who served as the head of the anti-encroachment department, has been penalized following allegations of mismanagement during his tenure in the encroachment and property tax department departments.
According to MNS General Secretary Hemant Sambhus, Jagtap was found guilty in connection with illegal constructions at the Shivdatta Mini Market in Aundh. The inspection also uncovered misconduct in the taxation and collection departments, particularly concerning wrongful property assessments and failure to control encroachments.
Inspection launched after MNS' concerns
The inspection was launched following the concerns raised by MNS regarding Jagtap’s accountability. Addressing the media, Sambhus presented a letter from Pune Municipal Commissioner Dr. Rajendra Bhosale, confirming that disciplinary action has been taken against Jagtap.

Speaking to the Free Press Journal, Hemant Sambhus said, "There were a lot of irregularities in the collection of taxes. It was found that Jagtap was engaged in unauthorised activities beyond his jurisdiction, violating established protocols. The assignment done to collect taxes was wrongly executed. The big people who have Rs. 5 crores due were made to pay only Rs. 2 crores. And it is unfair for the common people who pay their taxes on time. Following our complaint, his two salary increments have been withheld, and his position as deputy commissioner has been taken."
Pune Municipal Commissioner Rajendra Bhosale stated that the action was taken strictly in accordance with the findings of the inspection report. Key violations included the misuse of civic property rights covering approximately 2,000 square feet, along with notable administrative lapses in handling encroachments and tax-related duties.The inspection was launched following the concerns raised by MNS regarding Jagtap’s accountability.
