Pune: Over 19 Lakh Vehicles Yet To Install High-Security Registration Plates Before August 15 Deadline

With the August 15 deadline fast approaching for installing High Security Registration Plates (HSRP), a huge number of vehicle owners in the city are yet to install them.

As per official data, out of 25 lakh vehicles (registered before 2019), only 5,07,402 have had HSRP plates fitted till July 31, 2025.

The total number of orders placed so far is 7,22,355, while 6,61,119 appointments have been booked. However, the actual number of fitments completed is significantly lower, indicating major delays.

Many vehicle owners have raised concerns about delays in getting appointments at designated fitment centres, with some alleging that technical glitches in the online booking portal have made the process frustrating and time-consuming.

Swapnil Bhosale, Deputy Regional Transport Officer, speaking to The Free Press Journal, said, "Vehicle owners should take the matter seriously and install the HSRP number plate as soon as possible. The technical glitches and appointment availability issues have been improved. Once the deadline is over, vehicle owners will face penalties as per the relevant sections."

What is HSRP?

Vehicle owners across Maharashtra have been directed to install HSRP on vehicles registered before April 2019. Made of a rare aluminium alloy, HSRP contains a retro-reflective film with a verification inscription 'India', a chromium-based Ashok Chakra hologram, the hot-stamped letter IND in blue and a 10-digit laser-branding of a unique serial number, making it tamper-proof.

What are the rates?

The rates for installation of HSRPs are ₹450 for two-wheelers and tractors, ₹500 for three-wheelers and ₹745 for four-wheelers (including cars, trucks, buses and other vehicles), excluding GST.

As per the rule, HSRPs are fitted on the front and rear sides of the vehicles along with a third registration mark sticker on the vehicle's windscreen as prescribed in Rule 50 of the Motor Vehicles Act. For new vehicles registered as of April 1, 2019, HSRPs have already been made mandatory, and the responsibility for their fitment is on the manufacturers.

How to install HSRP?

As per the SOPs, vehicle owners have to book an appointment for HSRP installation at least two days in advance, and the agencies are required to have the HSRP ready by that time. After installation, the agencies have to update the details of the affixed plates, including the unique laser number (at least 10 digits), vehicle registration number, and photos, through the web-based application.
