UP CM Yogi Adityanath Unveils Footwear & Leather Policy 2025 To Make State Global Hub

Lucknow: Chief Minister Yogi Adityanath has rolled out the Uttar Pradesh Footwear, Leather and Non-Leather Development Area Policy 2025 to position the state as a global hub for the leather and footwear industry. The policy aims to generate large-scale employment for youth while providing easier facilities for the sector.

With this initiative, the CM reiterated his commitment to transforming Uttar Pradesh from a national hub into a global centre, driving fresh investment, job creation, and international recognition for the state.

Under the policy, the government will identify large plots of land and develop a land bank and create dedicated leather parks that will be enabled with plug-and-play facilities, waste treatment plants, and modern infrastructure.

The land allocation process will happen through a single-window system, ensuring that mega anchor units and clusters get land on a priority basis. Leveraging Uttar Pradesh’s strong MSME network, the government will support not only the manufacturing of footwear and leather–non-leather products but also the units making equipment and machinery for their production.

The policy also envisions training centres and specialised courses to skill youth from local villages, with a special focus on generating employment for women and differently abled persons. Industry-oriented courses will be designed in collaboration with educational institutions to align training with sector needs.

To encourage innovation in footwear and leather design, automation, and smart technology, the government will establish at least 10 Centres for Excellence and product development centres.

Entrepreneurs will also be supported in obtaining patents and intellectual property rights.

To promote exports, subsidies will be given on transportation costs, participation in global exhibitions, and financial assistance for international certifications. At the same time, sustainable manufacturing based on waste management, pollution control, and use of renewable energy will be encouraged.

Seven Key Pillars of the Policy

1. Land bank and leather parks – Identification of large size and development of leather parks with plug-and-play facilities.

2. Speedy land allocation – Mega anchor units and clusters to get priority through single-window system.

3. Promotion of manufacturing and equipment industry – Support for units making leather–non-leather products as well as machinery.

4. Skill development and employment – Modern training centres, industry-centric courses, focus on women and differently-abled persons.

5. R&D and Centres of Excellence – At least 10 Centres for Excellence in design, automation, and smart technology.

6. Global visibility – Subsidy on exports, participation in international fairs, and support for global certifications.

7. Sustainability – Promotion of pollution control, renewable energy, and waste management technologies.
