Kartavya Bhavan: Know All About Newly Inaugurated Building That Will House Key Ministry Offices Under One Roof

Kartavya Bhavan, the first of several upcoming Common Central Secretariat buildings, was inaugurated by Prime Minister Narendra Modi on Wednesday. Kartavya Bhavan, located at Kartavya Path, will house offices of the Ministries/Departments of Home Affairs, External Affairs, Rural Development, MSME, DoPT, Petroleum & Natural Gas, and the Principal Scientific Adviser (PSA).

All about Kartavya Bhavan

Kartavya Bhavan - 03 is the first Common Central Secretariat building under the Central Vista project, setting the template for modern governance infrastructure.

The building houses key ministries including Home Affairs, External Affairs, Rural Development, MSME, DoPT, Petroleum & Natural Gas, and the Principal Scientific Adviser's office.

Its pans 1.5 lakh square meters across nine levels (two basements plus ground and six floors), replacing outdated buildings.

It co-locates scattered ministries to improve inter-ministerial coordination, accelerate policy execution, and enable agile governance.

The building is equipped with ID card-based access controls, integrated electronic surveillance, and centralised command systems for secure operations.

It targets GRIHA-4 rating with double-glazed facades, rooftop solar panels generating 5.34 lakh units annually, and solar water heating systems.

The facility treats and reuses all wastewater while featuring in-house solid waste processing and extensive use of recycled construction materials.

It uses 30% less energy through LED lighting, motion sensors, smart lifts, and advanced electricity management systems.

The building includes rainwater harvesting, e-vehicle charging stations, lightweight dry partitions, and noise-reducing special glass windows.

The existing North and South Blocks, which currently house all ministries, will be converted into museums, and will be named the 'Yuge Yugeen Bharat' Museum.

According to Urban Affairs Minister Manohar Lal Khattar, the construction work of Kartavya Bhawan-1 and Kartavya Bhawan-2 will also be completed next month. The other seven proposed buildings under the Central Vista project are expected to be ready by April 2027.
