Bhopal (Madhya Pradesh): The concept of civil defence has become a subject of growing public interest in Bhopal and across Madhya Pradesh following recent mock drills in five key cities—Bhopal, Gwalior, Indore, Katni and Jabalpur.

The drills have sparked widespread curiosity, with residents now actively seeking information on what civil defence entails and how they can be a part of the civil defence corps.

In response, the Civil Defence Action Plan Bhopal 2025 has been prepared, offering a comprehensive blueprint of how civil defence will function in the city. The plan details the organisational structure, hierarchy and responsibilities of Civil Defence Corps at the national level while mapping out a localised strategy for Bhopal.

It divides the city into 12 civil defence divisions based on police station jurisdictions and population projections for the year 2030.

The divisions—Jehangirabad, Sadar Manzil, Hanumanganj, Shahjehanabad, Anand Nagar, Habibganj, Bhouri, Ayodhya Nagar, TT Nagar, Misrod, Kola, and Budhwara—are aligned with local police stations to streamline coordination. For example, the Jehangirabad division will include areas under the Jehangirabad, MP Nagar, Aishbagh and Mahila police stations. Similarly, Bhouri will oversee Bairagarh, Khajuri Sadak and Gandhi Nagar stations.

Home Guard officials said that they are receiving daily inquiries from peoplekeen to know how to join the corps and contribute to public safety. They believe this heightened interest stems from the broader geopolitical tension and a general increase in civic awareness.

Initially, civil defence corps existed only in five major cities of the state. However, an amendment in the Civil Defence Act now mandates establishing such units in every district. The action plan also forecasts that by 2030, Bhopal’s population will be around 30.10 lakh. Based on this, each civil defence division will serve approximately 2.47 lakh people.
